Olje- och gasföreskrifterna i Larimer County finns på fliken Regler nedan eller i artikel 11.0 i Larimer County Mark Use Code. Artikel 11.0 innehåller det nuvarande regelverket som övervakar utvecklingen av olje- och gasanläggningar i länet, och riktar specifikt reglerna till:

• Skydda folkhälsa, säkerhet, välfärd och miljö och vilda resurser,
• Säkerställa en omfattande och transparent process för offentlig markanvändning för utveckling av nya olje- och gasanläggningar, och fastställa kriterier för granskning och godkännande eller avslag på olje- och gasansökningar,
• Undvik påverkan på folkhälsa, säkerhet, välfärd och miljön och vilda resurser genom tillämpning av rimliga lokaliseringskrav och markanvändningsregler,
• Minimera störande effekter av olje- och gasanläggningar i största möjliga utsträckning genom tillämpning av bästa tillgängliga teknik och teknik, 
• Maximera skyddet av natur- och kulturresurser och offentliga anläggningar, och 
• Bekräfta olje- och gasutvecklarens/operatörens finansiella, gottgörelse- och försäkringskapacitet för att säkerställa en effektiv konstruktion, produktion, borttagning och återvinning av olje- och gasanläggningar och infrastruktur i tid.

Noteworthy Oil and Gas Actions

Colorado law requires the Energy and Carbon Management Commission (ECMC) to administer and enforce state regulations pertaining to oil and gas operations. As such, the Colorado legislature set up the “Orphaned Wells Mitigation Enterprise” to fund and oversee the plugging, reclaiming, and remediating of orphaned wells in Colorado. Currently there are approximately 1000 oil and gas wells awaiting plugging in the State Orphan Well Program.

Fifty of the orphaned wells are in the oil field previously owned and operated by Prospect Energy, which is situated in unincorporated Larimer County and the northern reaches of the City of Fort Collins. This oil field was first discovered in 1924 and is one of the oldest in the region, with aging infrastructure that poses significant health and safety risks to the community. As such, for the past six years, Larimer County and the City of Fort Collins have been united in their efforts to advocate for the safe operation and eventual closure of numerous Prospect Energy Wells.

Building on several years of collaborative effort, the Colorado Energy and Carbon Management Commission (ECMC) recently agreed to provide $5.2 million in grant funding to Larimer County to accelerate the safe plugging of all oil and gas wells previously owned by Prospect Energy. Having established this unprecedented agreement to expedite the plugging of orphaned wells and avoid potential adverse community impacts, Larimer County will now manage the decommissioning of wells and facilities orphaned by Prospect Energy.

This project, now in its initial stages, is seeking proposals from oil and gas operators to perform the plugging and decommissioning work. Upon selection of an operator, a plan will be formulated prioritizing the order in which the wells will be plugged. Soon thereafter, permissions from the ECMC to commence work at specific sites will begin, all of which will then be followed by plugging operations. 

The project is scheduled to be completed by July 2028.
